Is buying a house in Wales the same as buying in England?
The broad sequence is familiar: agree an offer, instruct a conveyancer, arrange the mortgage, searches and survey, then exchange contracts and complete. Wales has its own purchase tax, assistance schemes and rental law, and the contract, title and local authority checks still need to be reviewed for the particular property.
An ordinary accepted offer is generally not binding in England and Wales until exchange, although you may already have incurred costs. Exchange makes the purchase legally binding; on completion, the purchase money is transferred, ownership passes and you receive the keys. Your conveyancer should confirm that the legal work and funding are ready before exchange.
Land Transaction Tax in Wales
Stamp Duty Land Tax does not apply to land in Wales. LTT is administered by the Welsh Revenue Authority (WRA). The main residential rates below apply from 10 October 2022 where higher rates do not apply. Tax is charged on each portion of the price, rather than one rate on the whole purchase.

For a £400,000 purchase at main rates, the first £225,000 is taxed at 0% and the remaining £175,000 at 6%: £10,500 LTT.
Higher residential rates may apply if you already own another dwelling; replacing your main residence can qualify for an exception. Company purchases normally attract higher rates. These use different bands, so the example above is not a buy-to-let tax quote. Ask your conveyancer to check ownership, transaction structure and the effective date against current WRA guidance.
There is no separate first-time-buyer LTT relief. Under the WRA return and payment rules, you generally must submit the return and pay within 30 days of the day after completion, or another effective date. A return can still be required when no tax is payable. Your conveyancer can usually handle both for you; confirm the calculation and funds needed before completion.
Welsh support schemes
These schemes help eligible buyers fund a purchase or buy a share. They do not automatically reduce the full property’s price, and availability and affordability must be checked individually.
Help to Buy – Wales
Help to Buy – Wales supports eligible new-build purchases from participating builders. The price cap is £300,000, with a minimum 5% deposit, an equity mortgage of up to 20% and a repayment mortgage for the balance. The home must meet the scheme’s minimum EPC rating of B. Eligibility rules include restrictions on subletting and buying a second home while renting out your existing one. Applications must be submitted by 31 March 2027; this is the application deadline.
The equity mortgage must be repaid within 25 years, and repayment requires a current valuation. Alongside your main mortgage, budget for the scheme’s monthly management fee and for interest charges after the first five years; check the scheme’s fees guidance. Ask for a full cost illustration and repayment terms before committing; this is repayable finance, not a gift.
Shared Ownership – Wales
Shared Ownership – Wales lets you initially buy 25–75% of an eligible home with a repayment mortgage and pay rent on the remaining share. You can buy further shares later. Budget for mortgage payments, rent and any service charges or maintenance responsibilities in the lease.
Eligibility includes annual household income of £60,000 or less, inability to afford a suitable home on the open market and passing the financial assessment. First-time buyers and certain newly forming or relocating households may qualify. Other-home ownership and subletting restrictions apply; the participating landlord must confirm your circumstances and the available share.
Homebuy – Wales
Homebuy – Wales provides equity assistance for an existing property where you cannot otherwise afford to buy. It is available only in some areas, subject to local eligibility. You normally fund 70% through a mortgage and/or savings. There are no monthly payments to the housing association, but you still pay your mortgage and must repay the equity loan at the relevant percentage of the home’s value when you sell or repay early. That amount can rise or fall with the property’s value.
Right to Buy is closed in Wales: it and associated rights were abolished throughout Wales on 26 January 2019. It is not an alternative route for a new Welsh application.
Buying a rental property in Wales
For an ordinary private residential letting, the landlord must register with Rent Smart Wales and identify the rental properties, unless an exemption applies. Registration is separate from licensing for letting and management activities. A landlord doing those activities needs the appropriate training and licence. If a licensed agent handles all of them, the landlord generally does not need their own licence, but registration still applies.
Under Renting Homes, private rentals generally use standard occupation contracts. For a new rental, the landlord must provide the written statement within 14 days of occupation and keep the home in repair and fit for human habitation, including the required alarms and electrical safety checks. Check any separate local-authority or property licensing, such as HMO requirements; Rent Smart Wales licensing does not replace them.
If borrowing to buy or let the property, confirm a suitable buy-to-let mortgage or the lender’s permission for the intended use. Allow for compliance and maintenance costs as well as mortgage payments. This is an overview, so check the requirements for the particular property before letting it.
Are mortgage rates different in Wales?
There is no separate Welsh mortgage rate. Pricing depends on the lender, product, loan-to-value, income, credit history, property, fees and affordability assessment. A mortgage offer is conditional on the lender’s underwriting and valuation, and an agreement in principle is not a guarantee of completion. Compare the total cost and confirm any scheme or letting permissions with the lender.
The Bank of England sets Bank Rate, which influences borrowing costs across the UK. It does not set your individual mortgage rate: as the Bank’s explanation makes clear, customer rates can change for other reasons and need not move by the same amount. How a change affects your payments depends on your mortgage product and terms.
How much does a house cost in Wales?
Prices vary substantially by county, property type, condition, access to services and local demand. A national average or an old county table cannot predict the value of a particular home. Compare recent local evidence and obtain an independent valuation where appropriate. Budget for the deposit, LTT, conveyancing, searches, survey, mortgage fees, insurance, repairs and moving costs; a lower price does not remove those costs.
How long will buying a house in Wales take?
There is no reliable universal timetable. Searches, a chain, title issues, mortgage underwriting, survey findings and the parties’ solicitors can all change the timing. Ask your conveyancer what is outstanding and do not book an irreversible move or rely on a mortgage offer until the lender and legal work are ready for exchange and completion.
